EUI Peer Review – October 2025 Call

The Peer Review Call of the European Urban Initiative (EUI), open from 8 October to 18 November 2025, aims to support urban authorities in improving the design and implementation of their Sustainable Urban Development (SUD) strategies co-financed by the ERDF – Article 11 of Regulation (EU) 2021/1058.

Each Peer Review brings together one “city under review” and up to six “peer cities” from other Member States, fostering mutual learning, benchmarking, and the exchange of good practices.

The activities include a self-assessment, a 2–3-day in-person event, and technical follow-up support to help implement the recommendations. The events will take place in the first half of 2026 and are fully funded by the EUI.

BENEFICIARY ENTITIES

  • Cities under review: only “Article 11 cities” (urban authorities with an ERDF-funded Sustainable Urban Development – SUD – strategy).

  • Peer cities (peer reviewers): any EU urban authorities with experience in integrated urban development strategies.

  • Host cities: any urban authority (including the above) may apply to host the event.

GEOGRAPHICAL AREA

  • EU Member States and their respective Article 11 Urban Authorities, as designated by national or regional ERDF Managing Authorities.

ELIGIBLE ACTIONS

  • Organisation of Peer Reviews of SUD strategies in line with the Cohesion Policy priorities.

  • Engagement of municipalities and local partners in self-assessment and definition of three “guiding questions” on strategic challenges.

  • Participation in a 2–3-day event including plenary sessions, thematic breakouts, and study visits.

  • Preparation of a recommendations report and an optional implementation roadmap.

  • Possibility of follow-up through City-to-City Exchange for practical implementation of recommendations.

MINIMUM MATURITY REQUIREMENTS

  • Existence of an approved and ongoing SUD strategy under Article 11.

  • Delegation of 4–6 representatives directly involved in the strategy.

  • Commitment to implement the recommendations and participate in follow-up activities (at 6 and 12 months after the event).

SPECIFIC CONDITIONS

  • Applications must be submitted online by 18 November 2025 (12:00 CET).

  • Cities under review must confirm the eligibility of their SUD strategy with their national Urban Contact Point.

  • English is mandatory for participation in European-level Peer Reviews.

  • A formal institutional commitment must be signed by an authorised representative.

  • Peer Reviews may have national, regional, or thematic focus.

ELIGIBLE COSTS

  • Cities under review: travel and per-diem expenses.

  • Peer cities: travel, per-diem, and personnel costs (€350 /day, up to 6 days).

  • Accommodation, local transport, and meals are covered within the per-diem.

  • All event and organisational costs are covered by EUI (no cost for host cities).

ELIGIBILITY PERIOD

  • From January 2026 to July 2027, covering preparation, event, and follow-up activities.

IMPLEMENTATION PERIOD

  • Each Peer Review follows a cycle of approximately 12 months after the in-person event, including progress (6 months) and impact (12 months) webinars.

SUPPORT

  • Funding rate: 100 % of eligible costs (travel, per-diem, personnel costs for peer reviewers).

  • Payment method: lump-sum reimbursement based on a final report and claim form.

  • No formal contract: the approved application serves as an institutional commitment.

CALL BUDGET

  • Funding covers all activities scheduled for the first half of 2026, including 6 to 16 cities under review and up to 60 participants in total.
